In April 2000 the HKTA appointed BBTS as the QTS Scheme Administrator. In the eight months up to the end of 2000, a total of 527 organisations were recruited, representing 1,876 outlets. Of these, 346 organisations representing 1,255 outlets were from the Retail category, and 181 organisations representing 621 outlets were from the Restaurant category.

The role of Scheme Administrator includes acting as the QTS secretariat. This entails BBTS staff having regular biweekly meetings with the Hong Kong Productivity Council to review the process of QTS assessment.
Two QTS Council meetings and two Assessment and Qualification Board meetings were held in 2000. Various strategies and policies were formulated by the QTS Council to facilitate both the development and administration of the Scheme.
The prescribed assessment criteria of the QTS scheme are reviewed on an ongoing basis, and where necessary amended by the QTS Council. Advising the Council on these matters is the Assessment and Qualification Board who rely on their extensive and international trade experience to make recommendations. This clearly illustrates the dynamic nature of the Scheme and its ability to maintain cutting edge standards.
